Long-serving British politician with Liberal sentiments. These included such concerns as for prison conditions in Spain, Turkish military atrocities in Bulgaria and for Irish home-rule. During his prime ministerial years, state funded education was introduced for the first time. Influenced by his daughter, he came to recognise the importance of women’s domestic and political rights. This warrants even more attention that the question of his motives in the active support of prostitutes.
